The New Book HELMSMAN RULER is Released

According to author Keith Hui, the present Chinese political succession system is an experimental version of Plato's rotational philosopher ruler ideal with three common features and two pragmatic variations. With this system, China can achieve an advantage that democracy can produce-regular and peaceful handover of authority-while also making use of this system to develop a unique economic development model to serve its national interest.

"Helmsman Ruler: China's Pragmatic Version of Plato's Ideal Political Succession System in The Republic" (published by Trafford Publishing) suggests that, by comparing China's "once-in-a-decade transition of power" practice with other non-democratic thoughts and systems-Plato's prototype, liberal Germanophiles' elite theory 1890s-1920s, the British cadet system and rotational governorship of Hong Kong 1950s-70s, the Chinese Communist Party (CCP) has been institutionalizing an open-to-all "Helmsman Ruler System" in China since the 1980s.

Through this System, the CCP has not only remolded the state into an open-yet-authoritarian state, but also succeeded in managing China as a gigantic business conglomerate. According to Hui, China with the purposively trained rulers has tri-partitioned its economy in a manner similar to the "autonomous economic administration" proposed by controversial German theorist Carl Schmitt to train its helmsmen and draw allegiance of the capitalists to the state in a Hegelian way. "This system is far from perfect, nor in good shape, but as a whole it has been initiated and is working smoothly," he writes.
