President West Replaces Representative Government with a New Form of Democracy, in FF21ST

In the novel "ff21st," President Henderson West institutes a new form of government called "Engaged Democracy."

"Engaged democracy" is a theoretical system that relies one hundred percent on the American people to develop legislation and participate in the voting process. Congress and the federal bureaucracy oversee the management of the democratic process, and they do not have a direct influence over any aspects of legislative development beyond their right as an individual citizen, which is equal to any other.
