Drawing from his extensive experience as an officer of the law and from his time as a non-uniformed investigator, John Charles Harper tells the thrilling story of a "Conflict of Interest" (published by Xlibris) in the 1970s Philly drug scene. This novel is based on true events and gives readers a realistic depiction of political corruption, the trafficking and sale of illegal controlled substances by narco cartels, and the efforts of those seeking end the drug war once and for all.

"Conflict of Interest" occurs in the early 1970s, when the international narcotics trade of heroin and other harmful drugs were at its height, operated by a multinational syndicate known as the International Narcotics Cartel. Their product was not something bought over the counter from the neighborhood pharmacy, but rather something craved for by adult men and women, even young children, for the short span of time their lives could endure it.

The narrative follows James Lawson Barnet, a special investigator for a private investigation agency, and junior assistant district attorney Lawrence W. Lomax who hires the former to find evidence for his political corruption narcotics case. The two embark on a dangerous odyssey into the criminal underworld, the syndicates whose power and influence have reached the highest halls of power thanks to their lucrative and illicit enterprise. Unexpected plot twists and turns await readers as Harper draws from real life experience to provide them an authentic portrayal of the life-threatening adversities the investigators face in their pursuit of justice.

Harper's novel is directed towards readers who enjoy crime and detective fiction, taking them back to the 1970s, when the "Conflict of Interest" raged in Philadelphia's shadowy underworld.

About the Author
From October 1969 through December 1979 the author J.C. Harper worked sporadically with the Philadelphia, Pennsylvania Police Department, due to other governmental and foreign obligations. During this time he rose to the rank of Police Sergeant, earned two gold badges, worked for the Department's Internal Affairs Unit and for over seven years as a non-uniform police investigator in their narcotics division.
