NYC Parks Issues Request for Proposals for Bicycle Rentals on Staten Island

NYC Parks, in cooperation with the National Park Service ("NPS"), announces that a Request for Proposals ("RFP") has been issued for the development, operation and maintenance of bicycle rental stations at various locations on Staten Island with the option for future Staten Island locations; Solicitation # R-BR-2016.

"There are few better ways to experience New York City and its parks than via bicycle. Staten Island is a borough rich in parks, greenways and bicycle paths. It is the ideal setting for a bicyclist to exercise while enjoying the borough's many diverse resources," said NYC Parks Commissioner Mitchell J. Silver, FAICP. "In cooperation with NPS, NYC Parks is encouraging prospective concessionaires to respond to this RFP in order to provide Staten Island residents and visitors with the important amenity of bicycle rental stations."

"Biking through the Staten Island units of Gateway is always a great way to find your park," said Gateway's deputy superintendent Minka Sendich. "We are excited to be part of this opportunity for prospective concessionaires to help connect federal and city parks for Staten Islanders on the eastern shore."

NYC Parks is seeking proposals for the development, operation and maintenance of bicycle rental stations on City and federal parklands, in cooperation with NPS, throughout Staten Island. Pre-approved locations include:

  • St. George Terminal
  • Fort Wadsworth
  • Miller Field
  • Franklin D. Roosevelt Boardwalk
  • Conference House Park

The addition of any future Staten Island locations will be subject to prior written approval from NYC Parks or NPS.

NYC Parks and NPS share the mutual goal of providing safe, enjoyable and educational activities and amenities to residents and visitors. In 2012, the U.S. Secretary of the Interior and the City of New York signed an unprecedented agreement, spelling out ways that NYC Parks and NPS will cooperatively manager 10,000 acres of federal and city-owned parks to promote visitation, education programs, scientific research and opportunities for outdoor recreation. Through the agreement, Parks and NPS have already brought bicycle rentals to Jacob Riis Park in Queens and Floyd Bennett Field in Brooklyn. As Staten Island boasts many bicycle lanes in and around its parks, as well as bicycle designated streets, NYC Parks and NPS look forward to providing new bicycling opportunities through this RFP.


All proposals for this RFP must be submitted no later than Monday, March 21, 2016 at 3:00 p.m. Parks will hold a recommended meeting on Wednesday, March 2, 2016 at 12:00 p.m. The meeting will be held at Room 407 of the Arsenal, which is located at 830 Fifth Avenue in Central Park, Manhattan. All interested parties considering responding to this RFP are encouraged to attend this recommended meeting.

Hard copies of the RFP can be obtained, through Monday, March 21, 2016, between the hours of 9:00 a.m. and 5:00 p.m., excluding weekends and holidays, at the Revenue Division of the New York City Department of Parks and Recreation, which is located at 830 Fifth Avenue, Room 407, New York, NY 10065.
