and considering that Scandalous & Chaplin were flops, my bets for the four Tony nominated new musicals will be: Matilda, Hands On A Hardbody, Kinky Boots & Cinderella.
A Chorus Line played its final Broadway performance on August 17, 2008. The tour played its final performance on August 21, 2011. A new non-equity tour started in October 2012 played its final performance on March 23, 2013.
CINDERELLA will most probably be considered a revival.

I would put good money on Cinderella being a revival, but the book being eligible for best book.
I would be shocked if the committee deems it eligible as a new musical. The show has had too many major productions onstage, including being seen in NYC in several forms, for it to be considered a new musical, even with the heavily revised book and an expanded tune stack.
