If I opened a Theatre in the Broadway grid, hired all union actors, and this theatre have more than 499 seats, could I put on a show that would be considered Broadway? Even if I have awful sets, and awful music?

I believe the house has to be an officially sanctioned Broadway theatre by the American Theatre Wing which is why the theatre at Madison Square Garden isn't technically considered "Broadway," but if you followed all the proper protocol, then yes.
